HARA (Hazard Analysis and Risk Assessment) is the ISO 26262 step that assigns each automotive function an ASIL rating (A through D) by scoring Severity, Exposure, and Controllability. When evaluating a Chinese automotive electronics supplier, the HARA is the document that justifies why a part is ASIL-B versus ASIL-D — and many suppliers claim an ASIL level without a defensible HARA behind it. We treat a missing or hand-waved HARA as a sign the functional-safety case is not real.
In practical sourcing terms, HARA is where the required safety level (and therefore much of the development cost) is set, so it drives the PMHF and SPFM targets the part must meet. Ask the supplier for the HARA work product, not just a certificate, and check that the ASIL claim traces back to documented S/E/C scoring.
